As I’ve researched the new health care bill and its possible effects on financial planning for individuals and businesses, one of the challenges is sorting out when the provisions will kick in. Here is a timeline for some of the changes:
2010
A ban on lifetime benefit limits.
A $250 rebate for those affected by the Medicare Part D “doughnut hole.”
Effective June 30, a temporary insurance program is created for workers older than 55.
Effective June 30, a temporary high-risk pool is created for those with pre-existing conditions.
Effective Sept. 23, a requirement to cover children up to the age of 26 on parents’ policies.
Tax credits to small firms (10 or fewer workers and average annual wages of less than $25,000) of up to 35 percent of their annual health insurance premium costs.
All new group and individual plans must provide first-dollar coverage for preventive services.
