Some law officers in the DNR bureau disapproved of the hiring of Garrison, a former state trooper, rather than a conservation-savvy colleague within the bureau.
Culver said in his explanation of the veto that the legislative action was an "unnecessary infringement on executive branch authority."
The governor also vetoed a few lines from other budget bills, but left remaining bills on his desk intact for the most part. Culver had until midnight Thursday to sign nine bills he was still mulling among 193 bills approved during the 2010 legislative session.
Culver didn't veto anything from the so-called standings bill, the last-minute catchall bill of the session. He signed into law the three final policy bills of the session - on adult abuse investigations, pheasant hunting and dental fees.
The adult abuse bill, Senate File 2333, spelled out rights of accused nursing home and hospital workers. Under the bill, workers must be told in writing that they're being investigated and why, and told they may decline to speak to investigators.
